The National Commission on Indigenous People (NCIP) -Nueva Vizcaya Provincial Office presented the Memorandum of Agreement (MOA) by and among the Municipality of Kayapa and the Kalanguya-Iwak-Ibaloi Indigenous Cultural Community (KII-ICC) of Barangays Pangawan and Banao and the NCIP on February 4, 2022 at Dayap Elementary School, Dayap, Pangawan.

The MOA is with regards the proposed project, Upgrading of the Pangawan-Banao Farm to Market Road. The project is proposed by the LGU for funding by the World Bank under the Department of Agriculture-Philippine Rural Development Project (DA-PRDP). The World Bank will provide for the 80% of the total project cost, 10% from the Government of the Philippines, and 10% from the Local Government Unit as counterpart fund.

The NCIP team was composed of Engr. Sonny Willie, Engineer II; Ms. Jacqueline Gonzaga, CDO III; Guillefer T. Balaso, Nurse I; and staff of the Kayapa Community Service Center, Marcelo B. Cleto, Jr., TAA I and Denver Lagayo, AA I.  The Municipal Mayor, represented by the Private Secretary, Ray B. Castillo, Jr. and the Sangguniang Bayan Members, the concern LGU Heads of offices and staff, Barangay Officials were also in attendance.

It’s a way forward for Kayapa! With this endeavor, our IP farmers in the road influence area will have easier transport of their agricultural products and easier access to the market.
